The General assembly approved a bill in 1982 implementing a state supervised lottery. There have been independent studies done in the past assess the favor-ability of the lottery. The study done in April 2004 by an independent source, the Howell Research Group of Denver, found that an overwhelming 84 percent of residents were in favor of the Lottery. With this number it can be much lower in other states that offer a state ran lottery game. And surprisingly, favor-ability toward the lottery was found among all demographic segments and geographic locations.
